Atty. Fernando (Toti) R. Mangubat Jr. founded the Association of Bank Compliance Officers, Inc. (ABCOMP) in the Philippines in 1998. In 2025, as he approaches his 80th birthday, he reflects on his journey and contributions to the compliance community.

From humble beginnings, Atty. Mangubat dedicated himself to the banking sector, culminating in the establishment of ABCOMP to support and unify compliance officers across the Philippines. His commitment to fostering a culture of compliance has been instrumental in the organization's growth and influence.

In collaboration with his son, Jojo, based in London, Atty. Mangubat conceptualized the Compliance Help Desk (CHD) app. This innovative tool aims to provide accessible assistance and information on banking regulations, data privacy, anti-money laundering (AML), and other compliance-related topics. The CHD app stands as a testament to Atty. Mangubat's enduring legacy, offering support to compliance officers and ensuring adherence to industry standards.

As ABCOMP approaches its 27th anniversary, Mr. Mangubat invites members to engage with the CHD app, explore its features, and provide feedback. He encourages users to ask questions on topics such as banking, data privacy, and AML, emphasizing the app's role in supporting compliance officers in their daily responsibilities.
